Title: Streetcar Investments and Economic Development: Evidence from Five U.S. Systems
Accession Number: 01662981
Record Type: Component
Abstract: Since the signing of the Transportation Investment Generating Economic Recovery (TIGER) grant program, the United States Department of Transportation (USDOT) invested substantial resources to fund streetcar projects in major urban areas. This study evaluated five systems that received TIGER grants and other federal funds. Panel data models on establishment and employment growth using pooled data across the case studies confirm the hypothesis that streetcars can be a catalyst for economic development. The impact on establishment growth is greater at project announcement and during construction, with decreasing but lingering effects at opening and during operation. The analysis on firm-level employment provides mixed evidence, with some sites showing positive impacts and other sites showing no evidence of impacts lingering at opening and operation. This is because as business growth reaches maturity, employment levels do not increase.
