In this article, the author traces developments in research results dissemination and implementation from the 1950s through the 1990s highlighting the creation of programs such as the American Association of State Highway Officials (AASHO) Road Test, the Strategic Highway Research Program (SHRP), the Federal Highway Administration's (FHWA's) Rural Technical Assistance Program—now the Local Technical Assistance Program (LTAP) and the Tribal Technical Assistance Program, and the National Cooperative Highway Research Program's (NCHRP's) documentation of best practices. Additional topics discussed include: terminology, adopter categories, reaching critical mass, and current model programs.
