Abstract:

Urban logistics practices is not sufficiently explored in Colombia in spite of the need to carry out field experiments and strategic programs implementation to reduce accidents, congestion, pollution and logistics costs. The most common measure in medium and large Colombian cities is the establishment of access time windows, whereby small size delivery vehicles can only access the most central and congested areas of the city during a pre-specified period of the day, (Muñuzuri et al., 2011). Apparently this policy is unsuccessful and lack of inspection regarding the high illegality rates and chaos to supply city centers throughout the day. The literature review demonstrate that public and private sector around the world are putting in practice innovative and sustainable practices to improve deliveries in congested areas. This research aims to present a preliminary study of loading and unloading operations in Cali city-center, comprehending field observations, secondary data analysis, field counts and a stakeholder survey. This describes dysfunctions in the last mile supply chain and to propose possible solutions throughout the analysis of some strategies trough a Multi-Actor Multi-Criteria Analysis (MAMCA) methodology. The results shed light on possible innovative actions that could be applied in medium size cities in Colombia. The results show that non-motorized vehicles could be part of the most attractive strategies, probably because of their low cost and good maneuverability which enables them to avoid traffic congestion. As a crucial conclusion is that cooperation between stakeholders and the strength of institutional structure is essential to harmonies urban freight operations with sustainable mobility policies in city centers.
