Abstract:

This report summarizes the activities undertaken by the Florida Department of Transportation (FDOT) to improve the pre-construction project delivery process. FDOT conducted formal process reviews to identify streamlining opportunities with an emphasis on innovation and efficiency. These reviews resulted in statewide process improvements targeted at accelerating projects through project development and final design phases. In June 2013, FDOT District IV initiated a Value Engineering (VE) review of the PD&E (Project Development & Environment) process to target streamlining opportunities on the majority of their projects. In the fall of 2013, FDOT was awarded a Strategic Highway Research Program (SHRP2/C-19) Implementation Assistance grant by the Federal Highway Administration (FHWA) to help integrate SHRP2 solutions with the implementation of the VE recommendations to further aid the streamlining of projects. Two assessment workshops were conducted to leverage national research, expert facilitators and the VE process review recommendations to assess FDOT project constraints and develop ideas to implement process refinements. The C-19 workshops benefited from participation with the U.S. Department of Transportation (USDOT), FHWA, FDOT statewide staff, and resource and regulatory agencies. In the spring of 2015, FDOT published the FDOT Quick Guide: Transforming our State Pre-Construction Process that builds upon previous streamlining recommendations to improve PD&E and Design phases for statewide practice. FDOT has also formed State-Wide Acceleration and Transformation teams (SWAT teams) of functional experts across the state in order to maintain a high level of focus on implementing strategies towards further streamlining of project delivery.
