Title: Development of Taxi Driver Adjustment Factor for Capacity of Urban Expressway Segments

Abstract: In the Highway Capacity Manual published by the Transportation Research Board (TRB), various factors are considered to improve the accuracy of capacity estimation under prevailing conditions. However, there are no factors to account for the possible changes of basic segment capacity due to taxi drivers’ professional driving skills. The primary objective of this study was to develop such an adjustment factor to evaluate the impacts of taxi drivers’ car-following characteristics on capacity of urban expressway segments. On-the-road experiments were conducted for measuring car-following behavioral data associated with the test taxi and normal drivers. Comparative analyses were carried out to compare spacing maintained by these two kinds of drivers as they were following other vehicles. It was found that, at the same travel speed, the taxi drivers preferred keeping shorter spacing than the normal drivers did. These differences in spacing were statistically significant. Regression analyses were then conducted to relate speeds to spacing by means of the equilibrium relation in the Intelligent Driver Model. According to the fundamental relationships between microscopic car-following measures and macroscopic traffic-flow parameters, the adjustment factor was developed to quantitatively evaluate the impacts of taxi drivers’ car-following characteristics on capacity. It was found that the presence of professional taxi drivers may result in up to a 17% capacity increment. The validity of implementing the taxi driver adjustment factor was tested against measured data. The results of validation determined that the proposed adjustment factor can improve the estimation accuracy of the capacity of urban expressway segments.
