Abstract: This study establishes a multi-objective optimization model for the capacity allocation of an urban rail transit network based on a short-turn by considering the train operation cost of enterprise and expense of waiting time for transferring passengers. The constraint factors in the model include the distribution characteristics of passenger flow, departure interval, load factor, and number of available trains, among others. The capacity allocation scheme for 16 railways was obtained by adopting a model of the Beijing rail transit network and its passenger flow as the background. The authors also analyzed the fact that the frequency of line 4 will be saved from 55 to 45 and the frequency of line 10 will be saved from 60 to 52 if the short-turn is adopted. At the same time, the operation cost reduces by 4.6%, while the total passenger waiting time increases by 1%, when the upper limit of the load factor increases from 60% to 70%.The transferring cost changes the capacity optimization and allocation scheme. Furthermore, the proportion of the transferring cost in the total cost enhances when the time value increases.
