Title: Travelers’ and Policy Makers’ Perceptions of Integrated Public Transport Systems

Abstract: Planning of integrated public transport systems plays a critical role in improving accessibility. The five attributes of integration are: (a) network, (b) integrated timed-transfer, (c) information, (d) fare and ticketing and (e) physical. The study investigates the differences and similarities in the importance of each attribute from policy makers’ and users’ perspectives. A regional plan was produced in Auckland, New Zealand to develop an integrated system and is used as a case study. An analytic hierarchy process is used to find the relative importance of each attribute. Clustering analysis is adopted to identify groups of users with similar characteristics. Based on the analysis, three distinctive groups are identified: 1) non-frequent travelers, 2) frequent travelers who make transfers and 3) frequent travelers who do not make transfers. Both policy makers and users perceive fare and ticketing and network integration to be the most important attributes. In terms of the differences, integrated timed-transfer was selected as an attribute that was important for frequent users who made transfers and was not selected by any of the policy makers. Some acknowledged the importance of reaching this level of integration when discussing the other attributes; however, it is not their current focus. This study contributes by developing an approach that can be used prior to preparing a new regional plan, as it can provide the policy makers with a systematic method for understanding the current and future users’ needs. The expected outcome is an implementation process of the integrated system, which is attractive to users.
