Title: Improving Aviation Safety, Security and Operations in the South Pacific

Abstract: Since 2011 the World Bank and donor partners have been undertaking a major investment program to improve operational safety and oversight of aviation in the South Pacific. A potential model for other capacity constrained regions, this US$ 204 million program is introducing state of the art air navigation and communications equipment, improving airfield pavements, terminals and other key infrastructure, as well as strengthening sector capacity, and regulatory oversight. It is also addressing key fiscal challenges to ensure the ongoing sustainability of the investment program. The holistic approach of the program is unique insofar as it addresses all aspects of aviation—from investments in physical infrastructure, rescue fire services, airfield ground lighting, navigation and communications, regulatory oversight, sector financing, and long-term sustainability. It is also unusual insofar as it has multiple countries joining together to harmonize equipment, training, regulations, and operating procedures. This paper gives an overview of the challenges faced in the South Pacific aviation sector, the key activities under way to address these challenges, steps taken to ensure financial sustainability, and how safety, security and efficient operations will be sustained moving forward.
