Title: Quantitative Particulate Matter Hot-spot Analysis for a Transportation Project in China

Abstract: Quantitative air quality impact assessment of transportation, at both regional and local scales, is helpful for transportation planning, as well as for total air-quality control and public health improvement. Bridging the gap between such research needs and the reality that there are no officially approved procedures and models/tools for the quantification of transportation emissions and its air quality impacts, this study proposes a framework and methodology for the use of US Environmental Protection Agency's (EPA’s) Motor Vehicle Emission Simulator (MOVES) and the American Meteorological Society/EPA Regulatory Model (AERMOD) models for particulate matter (PM) hot-spot analysis to assess the impacts of transportation on local air pollution in China. Specific details for modeling transportation PM emission, dispersion, and selection of receptor locations in PM hot-spot analysis are discussed and illustrated with data from a specific intersection in the city of Xi’an, China. Results suggest that transportation plans and policies that promote transit use such as transit oriented development can help reduce pedestrians’ PM exposure when crossing at an intersection by more than 20% if a half of the car passengers in the case study switch to other modes. The study offers transportation planners and practitioners in China a systematic tool and procedure including data preparation, model setup, and performance evaluation for quantitative project-level PM hot-spot analysis.
