Title: Incorporating Sequencing of Transportation Projects in Network Design Problems

Abstract: Sequencing (or stage construction) of transportation projects are typically considered by decision making agencies to improve the system performance. If sequencing of projects are not properly considered and designed, decision makers and especially the transportation network users will have to pay higher cost in terms of travel time, delay, emissions and other measures. One of the challenges in sequencing of projects is that according to construction schedule, user’s behavior will change and need to be considered in the analysis. This paper proposes a two-step process to determine the optimal sequencing for road network capacity improvement projects. In the first step, the solution of bi-level problem suggests the capacity improvements projects for potential links in a network, then in the second step, sequencing of projects is determined through an optimization framework with dual prioritization criteria. The mathematical model for the framework is presented along with the exposition of the framework with a physical analogy. The implementation feasibility of the proposed method is demonstrated through the numerical experiments using the city, county and regional networks. The results of numerical experiments suggest that if sequencing of transportation projects are considered in the network design problems significant user cost savings can be obtained.
