Title: Car Purchase Restrictions in Singapore and Chinese Metropolises: An Analysis of Issues and Consequences of Their Implementation

Abstract: To resolve traffic congestion and air pollution problems, Singapore and various Chinese metropolises have implemented vehicle ownership restraints in the form of car purchase restrictions. This paper examines the features of car purchase restraint policies in Singapore and Chinese cities and analyzes the impacts the current systems have on various elements such as traffic congestion, mass mobility, and carbon emissions. Analysis has found differences largely attributed to the quota determination of COE/license plate auction systems as well as issues from sub-regional implementation of the systems in Chinese metropolises. It was concluded that Singapore’s limited size, strong system and transparent framework have led to success in reducing traffic congestion, while sub-regional implementation along with weaknesses in system and framework in Chinese cities have deteriorated the effectiveness of their car purchase restrictions.
