Title: Airport Planning and Development in South East England: Policies, Personalities, and Procrastination

Abstract: The development of a coherent long term strategy for airport provision in the South East of England has proved to be elusive. This paper seeks to identify the reasons for this based on a detailed review of the literature. Five time periods have been identified in which policy has been shaped by people, politics and events. There have been periods of stability, prevarication, and progress, as well as reversals of policy not least at times of government change. Politicians, industry leaders, support and opposition groups, and academics have all played a role in the policy debate. The current position is that a recommendation has recently been made to the UK Government for the construction of another runway at Heathrow Airport, but the decision to proceed has not yet been ratified.
