Abstract:

Florida has one of the most comprehensive multimodal performance measurement programs in the nation. This paper describes the program and provides a historical background. Especially noteworthy is the consensus-building process of the Florida Department of Transportation (DOT) and the state’s metropolitan planning organizations to address not only the mobility measures in the Moving Ahead for Progress in the 21st Century Act but also a broader range of multimodal performance measures. Discussed in the paper are key aspects of the consensus process: the formation and operation of the Statewide Multimodal Performance Measures Team and key recommendations of the team for multimodal measures, mobility measures, agency roles and responsibilities, and key definitions. The Florida DOT’s primary reporting tool for mobility performance measures is the Multimodal Mobility Performance Measures Source Book, a compilation of current and historical data and analysis that describes the performance of Florida’s transportation systems. Because of the interest in topics of travel time reliability, delay, and pedestrian and bicycle measures, Florida’s analyses of these measures are highlighted in the paper.
