AN EXPERIENCED LEADER IS NECESSARY TO MEET THE PROBLEM OF MANAGING AND COORDINATING DIVERSE DISCIPLINES. INFORMATION DISSEMINATION IS REQUIRED TO MAINTAIN PUBLIC SUPPORT. A PARALLEL INTERDISCIPLINARY REVIEW TEAM WITH POLITICAL LEADERSHIP IS SUGGESTED TO ELIMINATE THE DELAYS ASSOCIATED WITH CROSS PURPOSES AMONG THE DEVELOPMENT AGENCIES CONCERNED. SOCIAL PROBLEMS REQUIRE THE CONSULTANT TO RECOGNIZE THE IMMEDIATE EFFECTS OF DISPLACING PEOPLE AND BUSINESSES AND THE LONG-RANGE SOCIAL IMPACT OF DESIGN FEATURES---LIGHTING, LANDSCAPING, FRONTAGE, FENCING, ELEVATION, ACCESS, ETC. SOME FINANCIAL AND TECHNICAL PROBLEMS THAT ARISE IN PLANNING FOR SOCIAL AMENITIES ARE DISCUSSED.
