Abstract:

MINIMIZING THE IMPACT OF HIGHWAY CONSTRUCTION PROJECTS IS DISCUSSED. COORDINATION OF DESIGN AND CONSTRUCTION PLANNING AGAINST THE BACKGROUND OF TOTAL COMMUNITY PLANNING IS EMPHASIZED, PARTICULARLY WITH RESPECT TO FUNDING, RIGHT-OF- WAY, AND CONTINUED SUPPORT OF THE PROJECT. CONSIDERATION OF PUBLIC INCONVENIENCE (TRAFFIC DISRUPTION, DUST, NOISE, UTILITIES RELOCATION), AS WELL AS TEMPORARY AND PERMANENT ENVIRONMENTAL IMPACT, MUST BE CONSIDERED DURING PLANNING AND DESIGN STAGES.
