Abstract: THE NEED IS DISCUSSED FOR RESPONSIVE URBAN DESIGN WHICH IS DUE BASICALLY TO GREAT CATALYTIC IMPACT THAT LARGE-SCALE PUBLIC WORKS LIKE HIGHWAYS HAVE IN CREATING OPPORTUNITIES AND DESTROYING EXISTING VALUES AS THEY CUT INTO URBAN FABRIC. FAILURE IN BASIC DECISION-MAKING LIES AT THE BEGINNING OF NEARLY ALL THE HIGHWAY CONTROVERSIES. THESE FAILURES NEGLECT TO TAKE INTO FULL ACCOUNT THE ECONOMIC AND SOCIAL VALUES TO BE CREATED OR DESTROYED. IT IS RECOMMENDED THAT RESPONSIVE-DECISION-MAKING IN DESIGN BE PROVIDED BY: (1) A DECISION-MAKING TEAM ESTABILSHED, EMPOWERED AND STAFFED TO IMPLEMENT THESE DESIGN AND PROCEDURAL GOALS, (2) A REPRESENTATIVE COMMUNITY TEAM BE ESTABLISHED BY THE LOCAL GOVERNMENT, AND (3) A MULTIDISCIPLINED DESIGN TEAM ACCEPTED AS THE APPROPRIATE VEHICLE TO APPRAISE THE COMPREHENSIVE URBAN FREEWAY SYSTEM OF THE LOCALITY. URBAN HIGHWAY PLANNING DECISIONS WILL DETERMINE THE FORM AND SUBSTANCE OF THE ENTIRE URBAN FABRIC. A CONSTRUCTIVE APPROACH CONSISTENT WITH A CITY'S REAL NEEDS FOR TRANSPORTATION IS TO EMPLOY URBAN DESIGN TECHNIQUES FOR COMPREHENSIVE SOCIAL AND ECONOMIC ANALYSIS.
