Known equally for being named the most polluted city in the world and for its air quality policy innovations, such as No Drive Days, the Mexico City government continues to explore strategies to reduce mobile source emissions. Recently, with the assistance of the World Bank, a study was undertaken for the Ministry of the Environment to explore the implementation of a mandatory employer- based Trip Reduction Ordinance. U.S. and European experience was examined, as was the legal environment in Mexico City, and a set of recommendations was made, to include the applicability, timing, performance measures, compliance, and other important factors. Though a mandatory program was not ultimately implemented, one year later, many of the recommendations are being implemented on a voluntary basis.
