Application of the Upcoming HCM Managed Lane Procedure to Pylon-Separated Managed Lane Analyses

Abstract:

The implementation of Managed Lanes (ML) has been accepted as a successful strategy to address traffic congestion problems. The impacts and operations of ML have to be thoroughly assessed before and after implementation. Recently, analytical methods have been developed for the estimation of ML capacity and quality of services. These methods will be incorporated in the upcoming version of the Highway Capacity Manual (HCM). The methods are applicable to continuous access, buffer separated, and barrier-separated facilities with one or two ML. Speed-flow curves were developed for these ML types based on data collected from around the country. A common type of ML separation not addressed in the above mentioned methods is pylon-separated ML. This study aims to investigate the application of the upcoming HCM ML procedure to pylon-separated ML. The application involves the development of a speed-flow curve based on local data from ML on the I-95 facility in Miami, FL. The developed curve was implemented in a version of the FREEVAL-ML tool. Then, the ML procedure was assessed and utilized with and without the use of the derived speed-flow curve. The results of the evaluation indicate that the utilization of the derived speed-curve based on local data improves the accuracy of speed/travel time estimation, compared to the utilization of speed-flow curves derived using data from other locations for barrier and buffer separated ML. The paper then demonstrates the model application to determine the impacts of ML separation types on the performance of ML.
