The dry process has advantages over the wet process with aspect to easy construction and low cost, consequently, is more attractive to contractors. This paper presented a design process of Porous European Mixture (PEM) containing CRM added in dry process, wet process, in addition to hybrid binder and SBS binder. Selected properties include rutting resistance, moisture susceptibility, draindown and Cantabro loss. The results indicated 1) By following GDT 114, PEM mixtures can be successfully designed incorporating crumb rubber modified binders. 2) The OAC was 6.5% for PEM in wet process, 0.5% higher than other cases. 3) Rutting resistance was much better than accepted for all PEM although PEM in wet process showed the poorest. 4) Cantaboro loss for all PEM was below the state expected limit of 20%, with SBS PEM to be 15% and all others around 18%. 5) There is no inflection point in retrofitted APA tests, indicating all PEM mixtures passed the moisture-susceptibility required.
