URBAN HIGHWAY IMPROVEMENT INVOLVES CERTAIN IMPACTS OF A SOCIOLOGICAL CHARACTER, DISPLACEMENT AND RELOCATION OF RESIDENCE, HIGHWAY AESTHETICS, PRESERVATION OF FISH AND WILDLIFE HABITATS, LOCAL GOVERNMENTAL SERVICES INCLUDING EDUCATION, FIRE AND POLICE PROTECTION, AND LIBRARIES.
