Title: MOVES Project Level Traffic and Air Quality Analyses - A New Collaborative Approach

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: This paper discusses a collaborative process developed by the New York City Departments of Transportation and Environmental Protection and the project consultants for calculating emission factors using the Motor Vehicle Emissions Simulator (MOVES) software as mandated by Environmental Protection Agency (EPA) for project level air quality analyses. The process includes the use of new information sources, traffic analysis tools, sensitivity tests to identify key issues and challenges, and refinements to increase the accuracy of the analysis and calculation of emissions factors. The intent was to streamline the process and guide city agencies and consultants responsible for conducting air quality analyses for discretionary actions subject to environmental review under City Environmental Quality Review (CEQR), State Environmental Quality Review Act (SEQRA), and National Environmental Policy Act (NEPA) processes. The air quality analysis conducted for a major City-sponsored project is used as an example to describe how the entire process was developed and implemented.
