Abstract:

The Wisconsin Department of Transportation (WisDOT) provides published highway construction production rates for design engineers to use in determining contract completion times when preparing final contract documents for bidding purposes and contract administration. Establishing realistic and accurate contract completion times is particularly critical when the contract contains incentive and disincentive clauses or involves cost plus time bidding. The WisDOT Facilities Development Manual (FDM) contains a published list of a number of production rates to be used by designers. However, these rates have not been updated in some time and do not reflect production rates being achieved by contractors today. This research reviewed and updated the productivity rates for construction activities related to earthwork, concrete paving, Hot Mix Asphalt paving and structures. The scope of this study was to review WisDOT’s current production rates, update these rates where necessary, and develop a methodology for capturing production rates on future projects to provide a historical database of achieved productivity rates. The data obtained from the study was used to develop a tool that can be used by designers to estimate productivity rates on future projects based upon project factors that influence construction productivity. Finally, a data collection tool was created where construction project personnel can input project rating factors and observed production rates on future projects so that a historical database is available to provide current rates for updating the production rate estimating tool.
