Five+ Year Evaluation of an Engineered Fill with Recycled Coal Combustion Products

Abstract:

As part of an effort of beneficial reuse of recycled material a demonstration project was developed in coordination with the Environmental Protection Agency, Georgia Power Company, the Georgia Environmental Protection Division, and the Georgia Department of Transportation (GDOT). The demonstration project consisted of constructing a research test section of a coal combustion engineered fill on a new highway construction project in north Georgia in 2008. Approximately 31,000 tons of fly ash was placed into an engineered rectangular section approximately 200-ft x 300-ft and 15 feet in height. Ash was placed in accordance with a specification developed based on American Association of State Highway and Transportation Officials (AASHTO) PP 59, Coal Combustion Fly Ash for Embankments, within berms made up of the natural soil. The fly ash was placed without blending, and, surrounded by typical roadway fill soil for the area. The entire fill was placed, rolled and compacted to GDOT standard specifications for roadway fill applications. Typical GDOT testing along with FWD (falling weight deflectometer) and laser radar (LIDAR) were used to evaluate the structural integrity of the fill. The water quality monitoring plan utilized both groundwater monitoring wells and lysimeters. Appropriate groundwater monitoring wells were installed and monitored bimonthly for 3 years, followed by ongoing quarterly sampling that continues today. After 6 years the monitoring has demonstrated that the project is structurally sound and has resulted in no negative impact to groundwater.
