Abstract:
This article describes Transportation for Communities: Achieving Projects Through Partnerships (TCAPP), which is a web-based resource that provides a systematic approach to planning, programming, and developing highway capacity projects. According to the central concept of TCAPP, engaging the right people at the right time with the right information will speed project delivery and will provide the flexibility of considering nontraditional solutions. TCAPP applies data collected from 23 detailed case studies of innovative and collaborative practice. These data were combined with findings from a series of facilitated workshops with transportation professionals from the Federal Highway Administration, state departments of transportation, metropolitan planning organizations, resource agencies, and stakeholder representatives to inform the TCAPP framework.
