Abstract:

This issue contains 15 papers concerned with highway capacity and quality of service. Specific topics addressed include: breakdown maturity phenomenon at Wisconsin freeway bottlenecks; dynamic modeling of VISSIM’s critical gap parameter at unsignalized intersections; enhancements to the freeway facilities method in the Highway Capacity Manual to enable reliability analysis; multimodal level of service in the Highway Capacity Manual; an oversaturated speed-flow model based on the Highway Capacity Manual; design hours for freeways; operational effectiveness of passing zones depending on length and traffic volume; and a revised version of the automobile level-of-service methodology for urban streets in the Highway Capacity Manual 2010. Other topics addressed include: multistep-approach lane changes at expressway merge bottlenecks; lane-based breakdown identification at diverge sections for breakdown probability modeling; volume-to-capacity estimation of signalized road networks; the driver population factor for California freeways; measurement errors in arterial travel times measured by Bluetooth detectors; estimating incident propensity for reliability analysis in the Highway Capacity Manual; and a capacity analysis procedure for nonstandard two-way stop-controlled intersections.
