Title: High-Quality Rutting Measurements on Hot-Mix Asphalt Pavements: Data Requirements and Algorithms

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: During a pilot study conducted as part of the Federal Highway Administration (FHWA) project, “Improving FHWA’s Ability to Assess Highway Infrastructure Health,” the Interstate 90 corridor through South Dakota, Minnesota, and Wisconsin was evaluated. In this study, rutting data were obtained from three data sources – Highway Performance Monitoring System, State Department of Transportation (DOT) Pavement Management System (PMS), and field data collected as part of the pilot study. The rutting data compare well between the three data sets, but a bias between the field data and the other two data sets was identified – the field data are consistently lower. As a result of this bias, it was concluded that a medium-level of confidence exists for rutting data. Accordingly, the FHWA undertook a follow-on study to determine the cause of the bias and to develop data requirements and an algorithm to produce consistent, high-quality rutting data. The findings of the FHWA follow-on study are presented in this paper. A conclusive reason for the rutting bias between the South Dakota DOT PMS data and the field data was identified, but not so for the Minnesota DOT data. In addition, recommended data requirements and an algorithm are presented; these are based upon a literature review and the analysis findings.
