Title: Overview of Effectiveness of Ignition Interlocks: Reflections from the Perspective of Theories of Punishment

Blurb URL: Availability: Find a library where document is available Abstract: Sanctions for violations of the law can serve several goals, including retribution, incapacitation, deterrence, and rehabilitation. Programs that require drivers arrested for or convicted of alcohol-impaired driving to install ignition interlock devices on their vehicles have the potential to serve all of these goals. According to the U.S. Task Force on Community Preventive Services, they also have the potential to make a substantial contribution to improving public health by reducing alcohol-impaired driving at the population level. The characteristics of any given ignition interlock program are likely to play an important role in its effectiveness for achieving these goals. This paper presents the available evidence on the effectiveness of ignition interlock programs for achieving each of these goals, using the findings of a recent systematic review conducted for the Guide to Community Preventive Services. It also addresses ways in which various program characteristics may influence effectiveness in each of these areas.
