Abstract:

Approximately 30 million of the 34 million km of classified public roads in the world are low-volume roads. These low-volume roads range from barely motorable earthen roads to modern, high-speed, two-lane paved highways. Empirical evidence shows a positive relationship between public spending on rural roads and the reduction of poverty. This article discusses the role of roads as the foundation of rural development. The author forecasts continued growth in rural roads worldwide and identifies related issues, such as accessibility, emergency preparedness and disaster management. The need for engineering and technical guidelines and context-sensitive solutions also is highlighted.
