Title: Comparative Analyses of Stated Behavioral Responses to Off-Hour Delivery Policies

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: The analyses reported in this paper show the benefits of using behavioral research to understand the stated behavioral responses of different economic agents (receivers and carriers) to off-hour delivery (OHD) policies in two major business areas in New York City, i.e., Manhattan and Brooklyn. These policies include a tax deduction and shipping discounts for receivers, and customer requests combined with toll discounts, or financial rewards for carriers. Given the relatively small amount of research conducted in stated and revealed behavioral responses, the results for Manhattan and Brooklyn provide insights for the operations of receiver and carrier companies in areas of similar characteristics.
