Title: EVALUATION OF ENTRANCE RAMP CONTROL ON A SIX-MILE FREEWAY SECTION /WITH DISCUSSION/

Abstract: RAMP CONTROL AND RAMP METERING WERE STUDIED TO IMPROVE FREEWAY OPERATIONS BY ELIMINATING RAMP CLOSURE /BY SPREADING THE EXCESS DEMAND OVER MORE RAMPS/. A TRIAL RAMP CONTROL SIGNAL INSTALLATION WAS EVALUATED. THE CONTROL PLAN REDUCED THE GULF FREEWAY CONGESTION DURING THE MORNING PEAK PERIOD. OVERALL FREEWAY TRAVEL TIME WAS REDUCED ABOUT 25 PERCENT. THE CONTROL PLAN TESTED PRODUCED LITTLE ADVERSE EFFECT ON THE ARTERIAL STREET SYSTEM NEAR THE GULF FREEWAY. THE MORNING PEAK HOUR VOLUME DECREASED ABOUT 5 PERCENT DURING THE CONTROL STUDY. THE DEMAND-CAPACITY TECHNIQUE PROVED A GOOD METHOD FOR DETERMINING A FIXED-TIME CONTROL PLAN. PUBLIC ACCEPTANCE OF THE CONTROLS WAS GOOD AND THE STUDY INDICATES THAT THE MOTORISTS ARE PREPARED TO ACCEPT A FREEWAY CONTROL SYSTEM ON A CONTINUING BASIS.
