DESIGNS FOR THE FUTURE MUST BE BASED ON DRIVING PRACTICE. AT PRESENT, IT IS FOUND, VEHICLES GENERALLY FALL FAR SHORT OF THEIR POTENTIAL OR DESIRABLE PERFORMANCE WHEN IN THE HANDS OF AVERAGE DRIVERS. NUMEROUS INDICATIONS NOW POINT TO SUBSTANTIAL CHANGES IN FUTURE HIGHWAY POLICIES. EFFECTIVE USE OF HIGHWAYS DEMANDS COLLABORATION BETWEEN THE HIGHWAY, POLICE AND MOTOR VEHICLE OFFICIALS. /AUTHOR/
