According to a new Transportation Research Board policy study, the fairness of a given type of finance mechanism—such as high-occupancy toll lanes, cordon tolls, and other emerging and evolving road-pricing solutions—depends on how it is structured, what transportation alternatives are offered to users, and which aspects of equity are deemed most important. This article summarizes the conlcusions and recommendations of the study committee.
