Title: Development and Application of a Parcel Based Statewide Travel Demand Model for the Assessment of the Travel Impacts of Smart Growth Strategies and Sidewalk Investments

Abstract: Delaware Department of Transportation (DelDOT) sought to develop a direct way to link land development form to its impacts on transportation. Traditional statewide travel demand models’ travel networks and traffic analysis zone (TAZ) structures are too coarse-grained to evaluate the impacts of smart growth strategies or the impacts of investments in pedestrian infrastructure. On the other hand, geographic information systems (GIS)-based routines are based on national factors rather than local conditions, which can lead to significant bias. DelDOT developed a windowing approach to using its statewide travel demand model that utilizes the entire travel demand model network, refines the model within the study region to the subdivision level, and further refines the model to the parcel level within the immediate study area. The advantage of this method is that it leverages the strengths of both the travel demand model and GIS-based approaches. This paper highlights case studies of applying this methodology to evaluate two hypothetical subdivision locations. In addition to evaluating the impacts of various subdivision styles, the model was refined to determine shifts in mode based upon the transportation network for each mode. This approach allows DelDOT to evaluate the change in statewide, regional, and local travel based on different transportation investments (more sidewalks versus wider roads versus more frequent transit service) and land development strategies. This paper illustrates that additional network and mode choice model detail presents DelDOT with the ability to quantitatively evaluate a wider range of transportation and land use options as part of its ongoing studies.
