Business Attitudes Toward Workplace Parking Levy: Case Study of Nottingham, United Kingdom

Abstract:

In 2000 the UK Government introduced the Transport Bill 2000 which gave power to local authorities, if they so wanted, to implement a Road User charge and/or a Workplace Parking Levy (WPL) as a way of addressing congestion. Since then, the only city that has decided to introduce a WPL is Nottingham, in the East Midlands area of the UK. In Nottingham from April 2012 the WPL will require businesses, with 11 or more employee parking spaces, to obtain a licence for the number of spaces they provide. Initially the charge will be £279/$458 per space, although businesses with 10 or less spaces, along with all emergency services, will receive a 100% discount. The scheme will be enforced by on-street officers who will be able to check for the provision of unlicensed spaces. The aim of this paper is to assess the views of Nottingham business with respect to the WPL. It will identify the issues with respect to this TDM measure, explore the reasons why Nottingham City Council (NCC) chose to introduce it and what the expected benefits are likely to be. Local authorities are likely to be interested in the WPL in order to generate revenue for public transport improvements in a period of recession. It is important to understand the potential of the WPL as a TDM measure.
