Research teams at the Mack-Blackwell Rural Transportation Center at the University of Arkansas and at the Center for Transportation Safety, Security, and Risk at Rutgers University are working to mitigate economic and societal losses by developing guidance on prioritizing disrupted cargo for moving off the rivers and onto rail and truck based transport. Conducted through the U.S. Department of Homeland Security National Transportation Security Center of Excellence, the project seeks to develop a fundamental understanding of the interdependence of critical multimodal transportation infrastructure systems and their associated cargo and of the ability of land-based transportation systems to respond quickly to catastrophic events that may occur on the inland waterway system.
