Development and Deployment of Downtown Circulators

Abstract:

This report summarizes key findings from a Transit Cooperative Research Program (TCRP) synthesis project on downtown circulators, with a focus on survey results and case studies. Thirty-seven (37) completed surveys were received from the 42 agencies in the core sample, a response rate of 88 percent. An additional 41 agencies also elected to participate, for a total of 78 agencies in the final sample. Seven case studies were conducted, including a case study of a discontinued downtown circulator. The most important findings of this report address key issues such as funding, branding, route design, frequency of service, target markets, partnerships, size of the city, health of downtown, flexibility in implementation, and maintenance.
