Title: The Economic Impact of the Greater Lynchburg Transit Company on Region on the Lynchburg, Virginia Region

Abstract: The primary purpose of this study is to estimate the annual economic impacts of the Greater Lynchburg Transit Company (GLTC) on the Lynchburg region from a local perspective. The Lynchburg region is defined as the GLTC service area. GLTC is a publicly-owned, non-profit company that provides public transportation service in and around the City of Lynchburg, Virginia. GLTC provides fixed route transit and paratransit service. The population of the transit service area is about 80,000 people. The local economic impacts of GLTC were measured against a theoretical scenario in which transit in Lynchburg no longer exists. The economic impacts that were measured include: (1) Avoided costs for transit users switching to alternative transportation modes (2) Avoided economic and social costs of trips that would be cancelled (3) Avoided externalities such as accidents, air pollution, and congestion (4) Lost GLTC employee compensation (5) Lost GLTC operating and capital purchases and (6) Lost operating funds for transit. The annual impacts of GLTC of include: (a) GLTC facilitates economic activity valued at $27 million (b) GLTC directly employs 112 employees and indirectly supports an additional 289 full time equivalent jobs in the local economy (c) The average GLTC bus rider that is not transit dependent would be willing to pay $59 annually to maintain transit as a local transportation option and (d) About 70 percent of all city fixed route and paratransit bus riders said their personal independence would decrease in the absence of transit.
