Potential of Behavioral Change Toward Using Public Transportation of Motorcycle Users in Ho Chi Minh City, Vietnam

Abstract:

The authors investigated the potential of changing the behavior of motorcycle users in Ho Chi Minh City (HCMC), Vietnam, such that they would use public transportation more often, based on four levels of potential for change. The results showed that mobility management (MM) communication measures had the potential to induce 40–50% of HCMC motorcycle users to change their modes of transportation. The potential for change depended on the length and the nature of the trips. A simple comparison to corresponding results from Kuala Lumpur, Malaysia, showed certain differences, implying that policies to promote use of public transportation must be tailored to the practical conditions in each country. The breakdown of the target group by different potentials for behavioral change could provide quantitative information for policy decisions in implementing MM policies to reduce the requirement and cost for building new transportation infrastructure.
