Title: PRICING TO REDUCE AIRPORT CONGESTION

Abstract: AS THE HOURLY MOVEMENT RATE AT AN AIRPORT INCREASES, THE AVERAGE DELAY INCREASES. ECONOMISTS HAVE INDICATED A SOLUTION TO THIS PROBLEM OF CHARGING A CONGESTION TOLL EQUAL TO THE COST OF THE DELAY THAT THE MARGINAL USER IMPOSES ON OTHERS. AN EMPIRICAL IDEA OF MOVEMENT RATES, AVERAGE DELAYS, AND MARGINAL EXTERNAL DELAYS IS PRESENTED IN A TABLE BASED ON A REGRESSION ANALYSIS OF DELAY DATA AT WASHINGTON NATIONAL AIRPORT DURING A ONE-WEEK SURVEY IN 1967. AT WASHINGTON NATIONAL A PARTIAL QUOTA SYSTEM HAS BEEN IN EFFECT FOR TWO YEARS. THE EXTERNAL COSTS ARE COMPARED. ALTERNATIVE METHODS OF ALLOCATING AIRPORT CAPACITY ARE EXAMINED FROM A LONG-RUN CONTEXT POINT OF VIEW. A FEE SCHEDULE BASED ON EXTERNAL COST IS RECOMMENDED TO PROVIDE THE FOLLOWING BENEFITS: (1) VALUABLE USES OF THE AIRPORT ARE SORTED OUT WITH A MINIMUM OF GOVERNMENT INTERVENTION AND AIRLINE COLLUSION, (2) THE LOCAL COMMUNITY HAS A NEW SOURCE OF REVENUE, AND (3) A MARKET TEST IS PROVIDED OF THE NEED FOR NEW AIRPORTS AND A SYSTEM THAT WOULD GUARANTEE THAT THESE AIRPORTS WILL BE USED.
