TWENTY-NINE STATES RESPONDED. THE REPLIES WERE DISCUSSED. A FEATURE OF THE INVESTIGATION CONCERNED FORCES FOR AND AGAINST HIGHWAY REVENUE MEASURES. PUBLIC OPINION GENERALLY IN ALL THE STATES SEEMED TO REGARD THE GAS TAX AS THE MOST EQUITABLE MEANS OF RAISING FUNDS FOR ROAD MAINTENANCE AND CONSTRUCTION. PEOPLE OF THE LARGER CITIES AND TOWNS SEEMED MORE RECEPTIVE TO THE BOND ISSUE PLAN THAN THE RURAL DISTRICT POPULATION WHO GENERALLY ADVOCATED THE PAY-AS-YOU-GO PLAN. A CONTINUOUS PLAN OF PUBLICITY ON HIGHWAY ACTIVITIES SEEMED TO BE THE SUREST MEANS OF GAINING AND HOLDING POPULAR SUPPORT FOR A HIGHWAY PROGRAM.
