Abstract:
IN 1946, THE MISSISSIPPI RIVER BRIDGE AT CAPE GIRARDEAU BECAME A TOLL BRIDGE. THE PURCHASE PRICE WAS $2,370,000 AND REVENUE BONDS IN THAT AMOUNT WERE ISSUED PLEDGING TOLL REVENUE ONLY. MAINTENANCE AND CONSTRUCTION OF ROADS AND BRIDGES ARE FINANCED BY A TAX ON ALL PROPERTY WITHIN THE CAPE GIRARDEAU DISTRICT. ONLY 80 PERCENT OF THE ROAD AND BRIDGE TAX FUNDS IS TURNED OVER TO THE DISTRICT; 20 PERCENT IS RETAINED BY THE COUNTY COURT FOR ROAD AND BRIDGE WORK OUTSIDE OF THE DISTRICT. CONSTRUCTION AND MAINTENANCE PRACTICES CLOSELY FOLLOW THOSE USED BY THE STATE HIGHWAY DEPARTMENT. /AUTHOR/
