Abstract:

Pace is in the final phase of a Federal Transit Administration (FTA) funded project to demonstrate to both vendors and transit agencies the viability of an evolutionary step in computer aided dispatch/automatic vehicle location (CAD/AVL) design. It is anticipated that a decision support system integrated with CAD/AVL will dramatically improve dispatchers ability to effectively manage their fleet in real-time. Pace dispatchers have been using an advanced CAD/AVL system since 2004. The existing Continental Inc. CAD/AVL system, like other CAD/AVL systems, meets a large portion of the core requirements for a decision support system. However, there are key core requirements lacking that the CAD/AVL systems need to develop and incorporate including: (1) the ability to include external sources of information with the CAD/AVL messages to provide a complete “operational picture;” (2) design and incorporate a rules base that defines and sets the threshold and priority level for early service disruption notifications; (3) design and incorporate a rules base for service restoration options and strategies to be associated with each service disruption type; and (4) design and integrate a user interface that automatically provides a prioritized list of identified service disruptions including associated service restoration options. The idea to develop an operations decision support system came about from a consensus of transit CAD/AVL users that dispatchers do not have the time to process the real-time data and use the CAD/AVL tools to fix service problems before they reach a critical stage. The goal of the project is to implement a decision support system, and provide feedback to the FTA on the results, areas needing improvement, and lessons learned.
