The complexity is best likened to trying to play a multi-level chess board against several opponents. Dispatchers are constantly confronted with situations that they must respond to both appropriately and immediately in order to maintain appropriate levels of service. Dispatchers are constantly in the position of putting out fire after fire, and responding to all of these situations puts a limit on the degree which dispatchers and supervisors can effectively manage their service and staff. The goal of Independent Automation is to change the way the dispatchers work by reducing dramatically the number of decisions they need to make and by providing them exception based information on real-time to support decision making. In a normal well executed operation Independent Automation can make 99% of service decisions without need for manual intervention.
