In Hong Kong, the CCTV images available are static photos and updated once every two-minute interval. In order to make use of such on-line traffic images, an image processing model is proposed to estimate the real-time traffic conditions (including both traffic speeds and densities) on road segments with the use of these low updated-rate CCTV image sequences. An improved solution algorithm is proposed and tested on a selected location in Hong Kong with different traffic conditions. It is shown that the proposed algorithm can estimate convincing results of traffic speeds and densities, which are in consistent with manual estimations from images and videos. With the use of traffic density and speed estimated from on-line CCTV image sequences, the Real-time Traveller Information System (RTIS) in Hong Kong will be further enhanced.
