Title: Development and Implementation of Local Government Road Management Tool for Support of Resurfacing Programs, Case Study: City of Durham, North Carolina

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: The City of Durham, North Carolina (City) utilizes a pavement management system to assess the current condition of the network of City streets and develop road lists for resurfacing projects. The City currently has ongoing resurfacing projects utilizing approved funding from 2005 and 2007 City Bonds. In an effort to maximize return on investment and minimize consultant expenses, the City has implemented an initiative to complete pavement repair surveys to identify pre-overlay repairs and to have this work completed in-house. Once the City’s resurfacing list is established, a project level visual assessment is completed on the resultant resurfacing list to identify pre-overlay repairs to help maximize the performance of the subsequent resurfacing activity. The visual assessment is also used to establish material quantities to be used by both the construction management team and the contractor during actual construction. The City previously contracted the project level assessment and bid quantity determination to consultants. However, given the current economic climate (2009) the City identified this work as a candidate for transferring to in-house resources. The City’s challenges included the need for consistent and reproducible visual assessments, staff resources with varying technical backgrounds and minimizing the amount of data processing and additional staff effort required to determine bid quantities. Herein is presented a case study of the City’s approach to meet their goal of completing this work given the noted challenges.
