Title: U.S. Highway Bridge Risk Model -- Development, Summary Results, and Applications for Federal and State Transportation Agencies

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: Over the past several years there has been increased interest in adding a systematic consideration of risk in transportation asset management. The tragic August 1, 2007 collapse of the I-35W bridge in Minneapolis, Minnesota served to further increase the interest in the highway bridge arena specifically. In addition, there is broad recognition that the measures used to monitor the health of highway bridges and the performance of the federal bridge program could be improved. It is also expected that reauthorization of the U.S. surface transportation legislation will be will emphasize critical asset preservation, and identify measures and set targets by which the program performance will be judged moving forward. This paper describes the development and application of a highway bridge risk model to 472,350 U.S. highway bridges, presents summary results, and explores potential applications of the model for state and federal transportation agencies. The model incorporates concepts from reliability theory and risk-based asset management, as well as utilizing existing data and well established and nationally recognized bridge deterioration models. The model offers a unique insight into U.S. highway bridge risk and proposes new performance measures which could be utilized by transportation agencies to help manage their bridge programs more effectively by providing a systematic risk-based perspective to investment decision making.
