Title: Reconciling the Irreconcilable? State Intervention in the Provision of Air Services and the Challenge of Climate Change

However, that has been a feature of policy in theUnited Kingdom (UK) and other countries for many years in relation to certain niche markets. This paper addresses the complex problem that providers of air services and politicians are constantly faced with, which is creating a situation that provides essential air services and protecting the environment. Policy makers addressing the needs of more remote regions are faced with conflicting pressures needs with regard to air travel. In addition to the ubiquitous controversy surrounding the growth of air travel and its implications for the environment, the need can exist to provide socially necessary air services. Such services tend not to require external funding. One recently developed funding mechanism is the Route Development Fund (RDF). The paper provides an overview of the findings of an independent evaluation of the application of the RDF mechanism in Scotland, where the scheme was first developed, undertaken during 2008 and 2009. This encompasses assessments of the impacts of the scheme and the environmental/economic trade off dilemmas/challenges faced by policy makers in such circumstances. The authors use the Scottish Route Development Fund (RDF) routes as a case study for sensitivity analysis on carbon pricing.
