Evaluation of Funding Balance Policy Impact on Long-term Pavement Performance Using Multiyear Network-level Long-term M&R Programming Model

Abstract:

Transportation agencies, including the Georgia Department of Transportation (GDOT), often make decisions by considering different funding balance policies among different geographic boundaries, such as working districts and congressional districts, when allocating pavement maintenance and rehabilitation (M&R) funds. Under the situation of highway funding shortage, there is a strong need to quantify the impact of different policies on long-term pavement performance. Due to the lack of a methodology to quantitatively evaluate this impact, an optimization-based multi-year M&R programming model is proposed along with a generalized funding balance policy. The policy is characterized by two factors: balance percentage (Pb) and balance duration (Db). 28 policies are evaluated using Georgia's non-interstate highway and 7 GDOT working districts. A normalized index is used to measure the long-term pavement conditions (LPC). The results show that a funding balance policy has less impact on the state-level LPC with smaller Pb and longer Db. The estimation indicates that the loss of LPC might result in the significant inefficiency of M&R budget usage in the long run. A district is either benefited or not benefited from a funding balance policy, determined by the distribution of pavement mileage and conditions among all districts. With the increasing Db and decreasing Pb, the LPC in a district who is benefit from a policy generally shows a decreasing trend. Otherwise, the trend is increasing. The study has demonstrated that the proposed model could potentially provide a means for decision makers to justify a policy and eventually draw up an informed policy.
