Title: Optimal Selection of Bus Stops for Accessibility and Mobility Improvements for Riders with Disabilities

Inaccessible bus stops prevent people with disabilities from using fixed-route bus services, thus limiting their mobility. Due to limited budgets, transit agencies must select bus stops for which their improvements, as part of the effort to comply with the Americas with Disabilities Act (ADA), can maximize the overall benefits to riders with disabilities. In this paper, an analytic hierarchy process (AHP) was applied to combine the factors affecting the benefits to the disabled riders. The factors considered include bus stop ridership, work trips by people with disabilities, total population with disabilities, and presence of common origins and destinations of people with disabilities. A binary linear programming model was then developed to identify a priority list of bus stops for ADA improvements. The list of bus stops is selected such that it maximizes the benefits to riders with disabilities within the constraint of an annual budget available for ADA improvements. The benefits are measured by the AHP-derived scores from the factors considered. As an application example, the optimization model was applied to the 5,034 bus stops in Broward County, Florida. About 500 bus stops were identified for priority ADA improvements. These bus stops were verified and found to be consistent with the factors considered. Compared to the usual approaches of selecting bus stops for improvements based on staff experience or requests from elected officials, the optimization model provides a more objective platform on which to identify bus stops for ADA improvements.
