Title: Lessons on Undertaking a Strategic Transport Project: Review at a National Level

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: Undertaking multi-modal transport reviews is now common practice across much of the developed world. The processes, methodologies and techniques are now well established and the outputs recognized. However, undertaking such reviews at a national level, using a robust evidence based assessment is a much more challenging prospect and one that few countries have attempted to do. This paper considers the unique challenges facing politicians and practitioners in undertaking national reviews and by using a recent case study from Scotland, the Strategic Transport Projects Review, it outlines some of the lessons learned. The use of transport is shaped by the choices as individuals and communities. Each of us has differing expectations and demands of our transport system and these vary greatly across a nation. The paper discusses the impact that different political, geographical and social environments have upon our transport system. The paper then sets out findings and identifies areas of further analytical and policy development to assist undertaking future reviews, with reference to the Strategic Transport Projects Review. Comments on the appropriateness of the tools available, together with suggestions for further research are presented. The importance of issues such as consultation, objective setting, environmental and economic analysis are discussed.
